The load calculation and the physical inspection together decide it.

Should I add surge protection while the panel is open?

It is worth considering. A whole-home surge protector is far cheaper to install while the panel is already open, and it protects the sensitive electronics in an EV charger, a heat pump, and modern appliances. We will quote it as an optional line rather than bundling it in.

Does a service upgrade need an ESA permit?

Yes, without exception. Service upgrades require an Electrical Safety Authority permit and inspection, and the utility will not reconnect without the ESA approval in place. We file the permit, schedule the inspection, and hand over the Certificate of Acceptance.
